What P0128 means

The computer expects the engine to reach a certain coolant temperature within a certain amount of driving time, and it hasn't. This code doesn't mean the thermostat is broken in the sense of stuck open or closed. It means the engine is taking too long to warm up, or isn't warming up fully. The thermostat is the usual suspect because its job is to trap heat in the engine until it's warm, but it's not the only thing that can cause this.

Is it safe to drive

Yes, this one is not urgent. A cold-running engine doesn't damage anything by itself. What you lose is efficiency: worse gas mileage, a heater that blows lukewarm air, and emissions that are higher than they should be until things get sorted out. Watch your temperature gauge. If it reads normal and stays there, you're fine to keep driving and get it looked at when convenient. If the gauge is doing something odd, like refusing to move off cold or swinging around, that's worth getting in sooner.

Common causes, most likely first

A thermostat stuck open, or one that opens too early, is the most common cause across most engines. After that, a coolant temperature sensor giving a bad reading can trigger this same code even though the thermostat is fine. Low coolant level, a cooling system with air trapped in it, or a coolant mix that's too diluted can also keep the engine from holding heat properly. On some vehicles a wiring or connector issue at the sensor causes the same symptom. Which of these is likeliest can depend on the engine and mileage, so it's worth checking before assuming it's the thermostat.

Diagnosis and rough cost

Diagnosis usually starts with a scan tool reading live coolant temperature data while the engine warms up, compared against what the thermostat and sensor should be doing. That's a fairly quick check. If the thermostat is the problem, replacement is a common repair and, depending on the engine, ranges roughly in the low-to-mid hundreds for parts and labor, more on engines where the thermostat is buried and harder to reach. If it turns out to be the sensor, that's often a less expensive fix. If it's just low coolant or trapped air, it can be a lot cheaper than either. We wouldn't quote a specific number without seeing the car, since access and part cost vary a lot by make and model.
